Council Goals

The City Council sets their goals on a two year rotation. The 2025-27 goals were adopted by the council in early 2025. The goals one through five are equally important to the council. 2025-27 Council Goals

  1. RECREATION
    Expand accessible recreation for all by enhancing outdoor spaces, improving facilities, and increasing programming

    Outcomes
    a. Opportunities for all ages and abilities
    b. Increased awareness and participation in programs and events
    c. Increased connectivity and accessibility of parks, open spaces, and trails

    Actions
    1.1 Increase breadth of recreation opportunities for all ages
    1.2 Support more community events through community partnerships
    1.3 Update Parks Master Plan
    1.4 Increase promotion of recreation opportunities (activity guide, social media, etc.)
    1.5 Connect the trail system
    1.6 Explore development code revision to prioritize larger park space with new development

  2. COMMUNITY SAFETY
    Ensure a safe, responsive and reliable public safety system for a growing community through investments in infrastructure, community outreach, and disaster preparedness.

    Outcomes
    a. Maintain reliability and responsiveness of Police, Fire and EMS
    b. A safe community for all to enjoy
    c. Supportive and positive organizational culture for staff recruitment and retention

    Actions
    2.1 Secure funding, complete design, and build new police station
    2.2 Conduct community education and outreach on police station bond measure
    2.3 Increase lights in parks
    2.4 Improve public outreach with community organizations to support community disaster preparedness
    2.5 Plan for the future needs of fire response with projected community growth (e.g., increased height of buildings and access; updates to training and fire code, etc.)
    2.6 Increase community-led crime prevention efforts (e.g. neighborhood outreach, community partners)

  3. BALANCED ECONOMY
    Foster a resilient and thriving economy by supporting strategic development, attracting businesses, and ensuring long-term financial sustainability.

    a. Financial sustainability
    b. Robust local business community
    c. Balanced residential growth with commercial and industrial development
    d. Preserve downtown historic character

    Actions
    3.1 Adopt the La Creole Master Plan
    3.2 Develop and adopt the Mill Site development plan
    3.3 Complete rezoning for La Creole Node within City limits
    3.4 Solicit and secure development partner for 791 Main Street property
    3.5 Continue business-friendly environment to support development of local economy
    3.6 Attract businesses to Dallas

  4. WELCOMING COMMUNITY
    Cultivate a welcoming and vibrant community by celebrating our local history, fostering connections, and attracting visitors.

    a. Friendly and caring community
    b. Connection to our history
    c. Vibrant Main Street and downtown
    d. Increased economic impact of visitors

    Actions
    4.1 Develop 2050 Community Vision
    4.2 Partner with local and regional organizations to promote tourism in Dallas
    4.3 Attract businesses to support recreation tourism
     
  5. COMMUNITY GROWTH
    Ensure sustainable growth by investing in infrastructure, securing long-term water resources, and enhancing city facilities to support the community's future needs.

    5.1 Obtain water storage rights permit
    5.2 Complete design for Mercer Dam
    5.3 Identify and secure funding for Mercer Dam

    5.7 Update Storm Water Master Plan

    5.9 Complete phase 2 of sewer access for La Creole Node
