The La Creole Node Master Plan Update project seeks to replace the existing 25-year-old master plan with a new plan that better accounts for community conditions, including the shortage of commercial land and higher density residential land identified in the most recent land analysis. The boundary of the node has been expanded from its original 122 acres and 60 tax lots to 222 acres and 153 tax lots, with 123 unique property owners.
This project was identified as a priority by the City Council in 2022, and in January 2023 the city initiated a planning and community engagement project in conjunction with an outside consultant. This concluded in early 2024 with the council’s acceptance of the updated master plan concept. Following the council’s acceptance, staff and the consultant worked to identify regulatory changes needed to implement the plan, including changes to the Dallas Comprehensive Plan and Map. These updates are the subject of the current land use hearings which occurred in March 2025 with the Planning Commission and will continue with the City Council on April 7, 2025.
A future third phase will be the amendment of the Dallas Development Code to add enacting language, and rezoning of node land inside the city limits.
The final phase will be annexation of individual properties or groups of properties. It is anticipated that the timing of this will be driven by development.
Complementing the land use process noted above, the City’s Public Works Department is underway with a sanitary sewer expansion project to serve this area. Phase one of this project (north along Hawthorne Ave. to E. Ellendale) will get underway in 2025, and phase two (across E. Ellendale and northwest toward Kings Valley Hwy.) is slated to be constructed in 2026.
